Charles P. Potucek was appointed City Manager of the City of Sierra Vista on April 1, 1996. He has worked for the city since September 1986 in several capacities including administrative analyst, budget analyst, and assistant to the city manager. Potucek holds both Bachelor of Science (B.S.) in Public Affairs and Master of Public Affairs (M.P.A.) degrees from Indiana University in Bloomington. A native of the Chicago suburb of Highland, Indiana, Potucek graduated from Highland High School in 1973. He began classes at Indiana University that fall on the Chick Evans Caddy Scholarship. After earning his B.S. degree in May 1976, Potucek got his first taste of public administration working on a university-sponsored transportation study of northwest Indiana. After completing the one-year study, Potucek spent the next seven years working in the private sector - as an industrial engineering technician for Johnson and Johnson Baby Products in Park Forest South, Illinois, and three years as a sales engineer for New Park Drilling Fluids in Denver, Colorado. Falling oil prices convinced Potucek to resume his education, and he returned to Indiana University in 1984 to begin work on his M.P.A. degree. A member of the Pi Alpha Alpha Public Affairs National Honor Society and a recipient of the Eli Lilly Graduate Fellowship, Potucek earned his M.P.A. degree (with an emphasis in urban management) in May 1986. Shortly thereafter, his wife-to-be spotted an opening for an administrative analyst with the City of Sierra Vista. Wanting to escape the cold confines of the Midwest, Potucek applied for and was offered the position.
During his 24 years of service to the city, Sierra Vista has experienced dramatic growth and has undergone significant change. Potluck’s accomplishments include the negotiating the agreement that brought the Mall at Sierra Vista; the Highway 90/92-Charleston Road commercial cluster; construction of the Environmental Operations Park; establishment of Sierra Vista as a founding member of the Upper San Pedro Partnership; construction of Avenida Cochise and Martin Luther King, Jr. Parkway; the development of the award-winning Sierra Vista transit system; the enhancement of the City's bond rating; and facilitation of improved citizen participation. Capital improvements accomplished during his tenure as city manager include the Sierra Vista Aquatics Facility (the Cove), Sierra Vista Public Library, the Pedro Castro Maintenance Center, components of our multi-use path system, renovation of the Ethel Berger Center, Nancy J. Brua Animal Care Center, Kiwanis Skate & Bike Court, Fire Station #3, Centennial Pavilion, and Westside Improvements (Len Roberts Park and Cyr Center Park). Potucek envisions Sierra Vista as a regional center for commerce, health care and education, a model for environmental programs, and expanding upon its history as an outstanding public service provider. Above all, he wants Sierra Vista to become a place where children grow up and stay - instead of having to go elsewhere for educational and employment opportunities.
Potucek and his wife Maureen were married June 26, 1987 and have two children - Michael and Mark. Potucek enjoys coaching his sons' sports teams and is an avid follower of the news. He also enjoys reading historical fiction and biographies. In addition, Potucek has been involved in a number of civic and religious organizations, including the local Chamber of Commerce, Convention and Visitor's Bureau, Rotary Club, and Immanuel Lutheran Church. He is also a member of the International City and County Management Association (ICMA) and the Arizona City/County Management Association.
Assistant City Manager - Mary Jacobs

Mary Jacobs was hired as Sierra Vista's first Assistant City Manager in March of 2000. Prior to this position, Jacobs served as the Assistant Town Manager of Barnstable, Massachusetts on Cape Cod for six years. She also worked in several professional and managerial positions for Maricopa County, Arizona from 1989 - 1994.
Jacobs currently supervises the Library, Public Works, Parks and Leisure Services, and Community Development departments for Sierra Vista. She spends a great deal of time on addressing development-related issues, coordinating intergovernmental matters, and reviewing budget issues. Jacobs is also involved in a variety of special projects such as implementing the City's comprehensive development (impact) fee study and ordinance, the development and management of the City Council's strategic plan, leading citywide annexation efforts, and overseeing the City's legislative agenda.
During her six years in Barnstable, Jacobs was responsible for managing a variety of departments and tasks, including preparation of the annual budget and capital improvement plans, collective bargaining with five unions, supervising the planning, historic preservation, health, building, conservation, harbormaster, natural resources, and consumer affairs functions of the town, as well as a multitude of other responsibilities.
Jacobs is a member of the International City/County Management Association (ICMA), and has been awarded the status of Credentialed Manager from ICMA. She is also on ICMA's Government Affairs and Policy Committee. She served on the Board of Directors of the Arizona City/County Management Association (ACMA) from 2003-2008, holding leadership roles of President and Immediate Past President during her tenure. In 2009, she was honored as the recipient of the prestigious ACMA Catherine Connelly Award for Outstanding Assistant City/County Manager.
Jacobs holds a Bachelor of Arts degree in Political Science and a Master of Public Administration degree, both from the University of Arizona (U of A). Jacobs grew up in Tucson where her father, professor emeritus at the U of A, mother and many family members still reside. Jacobs has one daughter, Rachel, a sixth grader. She serves on the School Board for the Imagine Charter School at Sierra Vista.

Virtual Water Resource Center
In 2006, the city manager established the Water Resources Center to facilitate city water management efforts, coordinate city mitigation plans and programs, and demonstrate the city's strong commitment to the management of this critical resource.
The establishment of the center provides the following benefits:
